Purpose: To grant management and administration in fiscal and economic planning,
policy evaluation and budgeting in the greater schooling and education sector. Assess
spending effectivity and effectiveness via monitoring expenditure and service
delivery initiatives, and promote sound monetary administration in the
implementation of programmes.
SALARY : R1 057326 per annum, (all-inclusive remuneration package)
CENTRE : Pretoria

REQUIREMENTS : A Degree in Economic Sciences/ Development Studies/ Social Sciences, Successful completion of the Nyukela Public Service Senior Management Leadership Programme as encouraged via the National School of Government available as an on line path on https://www.thensg.gov.za/training course/smspre-entry-programme/ prior to finalisation of appointment, At least 5 years’ experience at a Middle/Senior Managerial degree in economic and strategic management, consisting of administration of coverage methods and project management, In-depth know-how of coverage development and implementation in the greater schooling and education sector, inclusive of financing thereof. Detailed knowledge of: the South African public finance terrain, specially government policy improvement processes, finances techniques and economic management, Knowledge of methods to poverty eradication, inequality and related development problems in South Africa.

DUTIES : Some key outputs include: Monitoring and implementation of Budgeting: Monitor financial management and budgeting implications of the department’s and public entities programmes and coverage initiatives, Review the annual finances process, sectoral expenditure assessment procedures and more than a few technical committees, Maintain sound relationships with key stakeholders and pursue a technique of modernisation and reform, Engage stakeholders on contemporary developments and tactics for implementation in annual finances manner Budget evaluation and monetary planning: Provide strategic path in authorities financing, financing mechanisms and levels of funding, Co-ordinate the evaluation of price range submissions and budgetary contributions to price range documentation (Medium-Term Budget Policy Statement, Budget Review, Estimates of National Expenditure and Appropriation Bills), Plan and grant inputs in fiscal and finances processes, prioritise price range co-ordination, overall fiscal framework, and adjustment estimates, Develop a platform for budget reform and the improvement of a three (3) yr price range (MTEF) cycle, service delivery and overall performance warning signs and the integration of strategic planning and annual overall performance plans with the finances Financial Management and
Expenditure: Develop inner reporting structures and databases for month-to-month and quarterly expenditure, Oversee the implementation of the Public Management Act, Advise and reveal the implementation and interpretation of the Treasury Regulations Policy Analysis and Implementation: Participate in sectoral policy processes, institutional reform and implementation, furnish aid for strengthening coherence of coverage processes, undertake coverage evaluation and costing, Analyse insurance policies and supply recommendation to the Minister of Finance, National Treasury and other stakeholders.
